Adds gitlab_api_request in a new explicit-only 'api' toolset for one authenticated GitLab REST call under /api/v4. Enabled only when 'api' is listed in GITLAB_TOOLSETS; GITLAB_TOOLSETS=all, discover_tools, GITLAB_TOOLS, USE_* and GITLAB_TOOL_PROFILE do not enable it. Readonly allows GET only, modify rejects DELETE, path validation rejects absolute URLs, other hosts, dot segments and backslashes, and responses go through existing redaction/masking. Docs carry strong bypass warnings. Closes #804
JSON responses already drop token, import_url, and runners_token. Plain-text bodies and error messages skipped that step.
The text fallback stopped at an escaped quote, so the rest of a quoted token could remain in a non-JSON gitlab_api_request body.
Raw fetch followed redirects and forwarded Private-Token and JOB-TOKEN to the next host. Check each hop and withhold those headers off-origin. Co-authored-by: Cursor <cursoragent@cursor.com>

Same-origin redirect hops keep credential headers, so a gitlab_api_request redirect to a non-API path on the GitLab origin (e.g. /users/sign_in) would carry the operator token. Refuse it with GitLabApiRequestInputError regardless of the project allowlist; cross-origin hops are still handled by safe-redirect-fetch.

Cursor CLI review (serious issues only) — do not merge yet
HEAD 3c60668. CodeRabbit is APPROVED, but project allowlist can still be bypassed with percent-encoding. (GitHub blocks REQUEST_CHANGES on own PRs, so this is a comment + maintainer hold.)
Critical: allowlist bypass via encoded projects path
assertProjectAllowlist only matches a literal ^projects/ prefix on the raw relative path. normalizeGitLabApiRelativePath validates with encodeGitLabPath (which decodes) but returns the undecoded original. So a path like %70rojects/9 (or %2570rojects/9) skips the allowlist check, then the request still goes out as /api/v4/projects/9 with Private-Token.
Same hole on redirect hops: projects/5 → /api/v4/%70rojects/9 is not rejected, and the follow-up request keeps the token.
Reproduced locally with allowlist ["5"] / readonly: server saw GET /api/v4/projects/9.
Fix direction (not applied — stopping auto-fixes on this PR after the redirect loop): run allowlist (and redirect path checks) on a fully decoded / normalized form of the path, or reject % encoding in the projects segment before the check.
Context
- Tool remains opt-in via
GITLAB_TOOLSETScontainingapionly — good. - Still security-sensitive (generic API + token). Holding merge until allowlist is solid and maintainer decides next step.

Closes #804
Summary
Adds
gitlab_api_request, a single authenticated GitLab REST call under/api/v4, in a new explicit-onlyapitoolset, following the proposal in #804.methodGETby default.POST/PUT/PATCHneed a write-capable permission mode;DELETEneedsfull.path/api/v4. Absolute URLs, protocol-relative hosts,..(incl. percent-encoded), backslashes and control chars are rejected; the resolved URL must stay on the configured API origin and base path.querybodyGET.jmespathDesign decisions
Opt-in gate: explicit toolset listing, no extra env switch.
ToolsetDefinitiongets anexplicitOnlyflag, set only onapi.GITLAB_TOOLSETS=all, thediscover_toolscategory list/activation, and its description useDISCOVERABLE_TOOLSET_IDS, which drops explicit-only toolsets. The literalapiid is still accepted by the parser.GITLAB_ENABLE_API_REQUEST=trueswitch was considered and not added. Onceall,discover_tools, andGITLAB_TOOLSare excluded, the only way in is typingapiintoGITLAB_TOOLSETS(or--toolsets=api), which is already a deliberate, single-purpose opt-in. A second switch would create two gates that can disagree (toolset listed but switch off, or the reverse) and a new config/CLI surface for no extra protection. This keeps the existing toolset model as the one place operators control exposure.Classification. Like
execute_graphql, the tool is inreadOnlyTools+MIXED_ACCESS_TOOLS, so it stays listed inreadonly(for GET) without advertisingreadOnlyHint; writes are blocked in the handler. It is indestructiveTools(destructiveHint: true) but not indeleteTools, since that would hide GET/POST inmodifytoo;DELETEis rejected at call time inmodifyinstead.GITLAB_READ_ONLY_MODE=trueresolves toreadonlyas before.Filters and approval.
GITLAB_DENIED_TOOLS_REGEXandGITLAB_TOOL_POLICY_APPROVEgo through the normal chain, so operators can deny it or require approval.Masking. JSON responses (success and error) go through
redactSensitiveGitLabFields, then the shared output masking pipeline.Project/group restriction (partial). When
GITLAB_ALLOWED_PROJECT_IDSor a session project scope is set,projects/:idandprojects/:id/...paths are checked against it.
